Shown in a wide panoramic sweep, this view captures a whole naval fleet riding at anchor on open water rather than a single ship. The gallery files it under Theodore Roosevelt, who as assistant secretary of the Navy in the late 1890s pushed for a stronger battle fleet and, as president, expanded it considerably. The best-known showcase of that buildup was the Great White Fleet, sixteen battleships that sailed around the world from 1907 to 1909. The record does not name the fleet shown here, so the picture is best read as an example of the naval power of Roosevelt's era.
