Theodore Roosevelt is the sitter here, identified only by a title written on the glass negative or its caption card by the Bain News Service, a Manhattan photo agency that supplied pictures to newspapers in the early twentieth century. The record gives no date, and the attribution is unverified, so the exact occasion is unknown. Still, the Bain collection holds some 40,000 negatives from roughly 1900 to 1915, a period when Roosevelt, president from 1901 to 1909, was among the most photographed men in the country. Glass plates like this one were the standard working medium of news photography then, and they often survive with their original captions intact.
