Washington, D.C., in the late nineteenth century was still a federal city laid out by Pierre Charles L'Enfant in 1791, with broad avenues radiating from the Capitol and the Mall running toward the Potomac. Its economy rested less on factories than on government payrolls, so clerks, congressional staff, and military personnel shaped daily life. The population grew steadily after the Civil War, as freed people and migrants arrived from the South. By the 1880s the Capitol's cast-iron dome, finished in 1866, and the Washington Monument, completed in 1884, anchored the skyline. The 1871 merger of Georgetown and the surrounding county into one District reshaped local government, and residents knew the city first as a seat of national power.
