Washington, D.C., shown here in bird's-eye view, still followed the street plan Pierre L'Enfant drew in 1791 for a capital carved from rural Maryland and Virginia land along the Potomac. Congress first met in the unfinished city in 1800, and British troops burned the Capitol in 1814, setting the young government back before rebuilding began. After the Civil War, federal clerks, new residents, and a growing population of formerly enslaved people pushed the city's edges outward, while government buildings and the monuments along the Mall came to shape its skyline. Residents knew the city above all as the seat of national government, where senators, diplomats, and visitors filled the broad diagonal avenues L'Enfant had laid out.
