Washington, D.C., in the late nineteenth century was a federal city laid out by Pierre Charles L'Enfant in 1791 and still growing into his plan. Government clerks, congressional staff, and military officers made up much of its workforce, and the population had reached roughly 230,000 by 1890. Wide avenues radiated from the Capitol and the White House, but many streets remained unpaved, and the Washington Monument stood unfinished for decades after work stopped in 1854. Residents knew the city as the seat of national government, a place of ceremony and political debate, and a Southern-influenced town where Black residents built churches, schools, and businesses after emancipation.
