Set in Manila, this view shows the seat of colonial administration in the Philippines, a building tied to the office of the governor-general. By 1899 the islands had passed from Spanish to American hands under the Treaty of Paris, and the city was under U.S. military government while fighting between American forces and Filipino revolutionaries had already broken out. The record is thin, and its caption-card notes are unverified, so the exact date and the building's later use are uncertain. Its place among the churches, forts, and monuments on the card suggests it was filed as a record of the city's official architecture during that period of change.
