This poster makes its appeal plainly: a town could win the right to fly an honor flag, and its blank border leaves room to attach a list of local bond buyers. The Treasury Department awarded such flags to communities whose residents subscribed heavily to the Third Liberty Loan, the bond drive held in the spring of 1918. The text presents each name on that list as someone helping to win the war, turning a financial purchase into a matter of civic pride. The W.F. Powers Company of New York printed it as a color lithograph.
