Congress Hall and the New theater stood on Chestnut Street, and this hand-colored engraving shows them as they appeared in 1800, the year the federal government left Philadelphia for Washington. Congress Hall housed the national legislature during the years the city served as the capital. The view comes from *The City of Philadelphia... as It Appeared in the Year 1800*, a series of plates by William Birch and his son Thomas, who recorded the city's streets and buildings. Because the color was applied by hand, individual impressions vary in tone.
