This portrait belongs to the Navy League of the United States and its Quarters of Comfort Committee, a wartime effort tied to the sailors who passed through Washington and other cities. The Navy League, founded in 1902 to build public support for a strong navy, turned much of its energy to home-front service during the First World War. The picture was made by Harris & Ewing, the Washington, D.C., studio that photographed government officials, civic leaders and organizations throughout these years. Its date is given only as sometime between 1917 and 1919, which spans the United States' entry into the war and its final year.
