Two men who helped shape the New Deal stand side by side in this 1964 full-length portrait, Tommy Corcoran on the left and Ben Cohen on the right. In the 1930s the two lawyers worked together in Franklin D. Roosevelt's administration, where they helped draft federal securities legislation, including the Securities Act of 1933 and the Securities Exchange Act of 1934, which set rules for stock sales and market disclosure. The picture comes from the Benjamin Cohen Papers at the Library of Congress, a collection still unprocessed when the image was catalogued, so its contents remain largely unexplored.
