Drawn in pencil and white on green paper, this sheet was made by the artist Alfred R. Waud and printed in *Harper's Weekly* on February 22, 1862, under a caption that gives the drawing its title, "Why the Army of the Potomac doesn't move." That winter, the Union army's main force sat in camps around Washington, and its long delay before advancing was a source of public frustration in the North. Waud, who covered the war for *Harper's*, often drew the everyday routines of camp life, such as troop movements, cavalry, and supply, that readers at home rarely saw. The picture offers a quiet, skeptical look at that stalled army.
