This photograph shows President Franklin D. Roosevelt meeting King Ibn Saud of Arabia aboard a U.S. warship in February 1945. The ship, the USS Quincy, was anchored in the Great Bitter Lake on the Suez Canal, so the Cairo in the title refers to the wider Egyptian setting rather than the ship's location. Roosevelt was returning from the Yalta Conference, and the two leaders discussed oil access, regional security and the future of Palestine, issues that shaped American Middle East policy for decades. Roosevelt died about two months later, making this one of his final major diplomatic meetings.
