The poster's central figure is a bee, a nod to the Navy Construction Battalions, whose "CB" initials became "Seabees." The insect is shown as a working sailor, a mascot that let recruiters turn a sound-alike name into a memorable image. The Navy created the Seabees in early 1942 to build airfields, roads, docks, and other facilities for the war effort, often close to combat zones. Posters like this one aimed to attract skilled tradesmen and young men eager to serve, and the bee's cheerful, industrious look was meant to suggest that construction work could be as vital as fighting.
