Davis hands H.A. Curran his commission in this moment of formal recognition, captured on June 16, 1923. The picture comes from the National Photo Company collection, a Washington, D.C. studio that documented officials, public ceremonies and daily life in the capital in the early twentieth century. The names and occasion come from the company's own notes on the negative sleeve and have not been independently verified.
