Addressed directly to noncitizen residents, this 1917 color lithograph reflects a moment when the United States, newly at war after April 1917, had to account for the many foreign nationals living within its borders. The record files it under the economic and social aspects of World War I, which points to how wartime measures reached everyday life for immigrants, particularly those from countries now fighting the United States. Notices of this kind generally explained registration duties, restrictions, and expectations of loyalty, and they show how the war turned questions of nationality into matters of public concern. Posters were a common way for authorities to reach people who did not read English-language newspapers.
