The record gives the address 1334 14th Street, on the commercial stretch of downtown Washington, along with the word "Times," which may name a business or building that stood there. The negative is a glass plate from the National Photo Company, a commercial studio that recorded the city's streets and buildings in the late 1910s and early 1920s. Its date is inferred from neighboring negatives in the same run, not from a dated notation on this plate. Look for the streaks and spots caused by the emulsion coating deteriorating over the decades, which give the image its mottled surface.
