Bain News Service's New York operation produced this glass negative, and its title names a man called Gerard at City Hall. The record gives no date and does not confirm which Gerard or which City Hall, though the agency's New York base makes the city's hall a reasonable guess. Bain's agency sold news pictures to newspapers in the early twentieth century, so the plate likely recorded a visit or public appearance of the kind that made the day's papers. The small glass negative format was standard for the agency's work, and the caption is unverified, so details should be checked against other sources.
