Its caption, "Before another Christmas - less of armament and none of war," turns a holiday wish into a plea for peace, and the card's subject tracings pair Christmas with war and arms limitation. The date, December 20, 1921, falls during the Washington Naval Conference, which the Harding administration convened in the capital that November to limit naval armaments among the major powers. The National Photo Company, which made the picture, was documenting Washington's public life in these years, so the print shows how the conference's goals were being put before ordinary people as the year closed.
