Set up in a New York park, the recruiting tents in this wood engraving show the army's effort to fill its ranks in the spring of 1864. The scene ran in *Frank Leslie's Illustrated Newspaper* on March 19, 1864, at a time when the Union was short of men after years of heavy losses. In early 1864 President Lincoln called for 500,000 more volunteers, and cities competed to meet their quotas with bounties and public enlistment drives. Frank Leslie's, a popular weekly, often used such engravings to show readers the everyday machinery of the war on the home front.
