Sam Rayburn, the Texas Democrat who would later lead the House, is the subject here, and the caption's offer to go fishing with "Jack" is the cartoonist's shorthand for political courtship in the capital. Rayburn was then a veteran congressman building his influence during the New Deal years. The drawing was probably printed in the *Washington Star*, a daily that covered Capitol Hill closely, and cartoons of this kind assumed readers knew who was who. Its August 14, 1939, date falls during a congressional recess, so the joke is about maneuvering behind the scenes rather than a floor vote.
