Prince Tsai Tao belonged to the Manchu imperial house that ruled China under the Qing dynasty, and he was a younger brother of the regent, Prince Chun. The Bain News Service, a New York agency that supplied news photographs to newspapers, recorded many foreign visitors in the early twentieth century, and the name here comes from the agency's caption data, which the record does not verify. Zaitao is remembered for a 1910 trip to Germany to study naval and military affairs as the Qing court tried to modernize its forces.
