The mezzotint takes Williamsburg, the Virginia capital, as its target, lampooning the crowds and vigilance committees that were asserting control there in early 1775. Robert Sayer and John Bennett published it in London on February 16, 1775, and it is attributed to the caricaturist Philip Dawe. It is the fourth plate in a series of satirical prints on American affairs, which were made for a British audience following the colonial dispute. Its mocking tone shows how London viewers saw colonial resistance as the work of unruly local radicals.
