The title, "Couldn't we negotiate?", is framed as a plea, and that line sets this Bill Mauldin cartoon apart from other drawings of the period. It ran in the Chicago Sun-Times on April 30, 1965, as American bombing of North Vietnam was expanding and antiwar teach-ins were drawing crowds on college campuses. Mauldin, a two-time Pulitzer Prize winner known for his World War II sketches of weary infantrymen, reprinted it that year with the note that the doves had rarely been so aggressive or the hawks so timorous.
