A studio portrait of Joseph P. Tumulty, the Jersey City politician who served as private secretary to President Woodrow Wilson from 1913 until 1921, dated October 11, 1923. By then Tumulty had left government service and returned to private law practice, but he remained known for his role as the president's chief go-between with Congress and the press. The negative came from the National Photo Company, a Washington studio that made thousands of glass-plate portraits of officials and visitors during the 1910s and 1920s. The glass shows some streaks and blemishes from the natural breakdown of its original coating.
