Dated December 23, 1924, this glass negative captures a joint meeting of Senate and House subcommittees taking up a measure known as the Sterling Bill, which places it in the closing months of the 68th Congress. The National Photo Company, a Washington firm that recorded political figures, government business and city life in the early twentieth century, made pictures like this for newspapers and public distribution. Streaks and blemishes across the glass reflect natural deterioration of the original coating, which is worth keeping in mind when judging fine detail in the image.
