Franklin D. Roosevelt is shown signing the bill that legalized beer containing up to 3.2 percent alcohol, a measure enacted within weeks of his taking office and well before the national repeal of Prohibition later that year. The National Photo Company, a Washington studio that recorded government and public events for decades, made many pictures of occasions like this one. The record notes that the date in the title is unverified, and this copy negative on safety film came to the Library of Congress as a 1947 gift from Herbert A. French. Its surface shows streaks and blemishes from the natural deterioration of the original coatings.
