Franklin D. Roosevelt stands at a lectern in this 1935 photograph, speaking to the 74th Congress on January 3, the opening day of its session. By that point he had been in office just under two years, and the New Deal programs created in 1933 and 1934 to fight the Great Depression were the central issues on Capitol Hill. Annual messages like this one were a chance for a president to set out his legislative agenda in person before both houses, and the picture captures the formality of that setting. Photographs of such speeches were widely circulated in newspapers, which helped shape how the public saw the administration.
