The inscription calls Washington "captain general of all the American forces," a formal title that places him at the head of the Continental Army during a hard stretch of the war. The engraving is dated 1780, a year when the army struggled with shortages of food, clothing and pay, and when Washington's reputation at home and his alliance with France were central to keeping the cause alive. Prints like this one carried his likeness to people who had never seen him in person, and the elevated wording of the title reflects the courtly style that such portraits often borrowed from European engravings.
