The name on this glass negative, Col. C.E. Lydecker, comes from the caption card, and the Library of Congress notes that the identification has not been independently verified. Bain News Service, the New York photo agency run by George Grantham Bain, supplied newspapers with portraits of officers, politicians and other newsworthy people in the early twentieth century, and many of its negatives were made on glass plates like this one. Because the record gives no date, the sitter's exact role and the occasion are unclear, but the format and the agency's practice place the portrait in the years when news photography was becoming a daily trade.
