Lewiston, Idaho, and Clarkston, Washington, faced each other across the Snake River in 1921, at the point where the Clearwater joins it, a site that had made the pair a shipping center since steamboats first worked these rivers. Grain grown on the Camas Prairie and the Palouse moved through the twin towns by river and rail, so the local economy rose and fell with farm prices. The postwar collapse in wheat prices in 1920 and 1921 hit growers hard and left merchants and banks on both sides of the river worried about their debts. Lewiston, the older and larger of the two, served as the seat of Nez Perce County and was the commercial center for much of north-central Idaho.
