This portrait shows Eleanor Roosevelt beside Mary K. Browne, the office's deputy director in charge of physical fitness, and it places the First Lady in the work of the Office of Civilian Defense. Congress and the White House created the agency in 1941 to prepare civilians for possible attacks and emergencies during the Second World War, and its fitness program encouraged exercise and sports for ordinary Americans as part of home-front readiness. The caption card gives no date, but the two women's titles place the photograph in the early 1940s, when Mrs. Roosevelt was active in the agency's public campaigns.
