By 1780 Narragansett Bay had become a harbor for allied warships. The British had left Newport in October 1779, leaving a town worn down by years of occupation, and in July 1780 a French fleet under the Chevalier de Ternay anchored there with troops under the Comte de Rochambeau. The soldiers were quartered in and around Newport, and their arrival created new demand for food, forage, and lodging in towns that had been short of all three. Providence, farther up the bay, remained the seat of Rhode Island's government, and residents on both shores were following a war whose outcome was still uncertain.
