The woodcut shows the Great Seal of West Virginia, which was reproduced in Eaton S. Drone's 1876 book on the state and the city of Wheeling. The state was admitted in 1863 after western Virginia counties separated from the Confederacy during the Civil War, and the seal dates from that founding. Its Latin motto, *Montani Semper Liberi*, or "Mountaineers are always free," reflects the independent character of the hill country. Wheeling, the subject of Drone's book, was the new state's first capital.
