Its title, "Income Tax," was supplied by the National Photo Company and has not been verified, so the scene itself is best understood through its date and origin. The image dates to about 1920, when the federal income tax had become a routine part of American life. Congress created the modern tax with the 16th Amendment in 1913, and wartime revenue acts had widened its reach by the end of World War I. The National Photo Company, active in Washington, D.C., in the early twentieth century, documented government and civic life, which is the setting this negative likely belongs to. Viewers should also note the glass plate's age: the record says its coating has deteriorated, leaving streaks and blemishes.
