President William McKinley and Admiral George Dewey are shown descending the Capitol steps toward a speakers' platform for a reception held in Dewey's honor on October 3, 1899. Dewey had become a national hero after his squadron defeated the Spanish fleet at Manila Bay in May 1898, early in the Spanish-American War, and the Washington reception was part of the public welcome for his return. Photographs like this one, taken on the Capitol grounds, also record how large crowds gathered on the lawn for patriotic ceremonies of the period.
