Photographed on February 20, 1925, this glass negative shows Senator Matthew M. Neely of West Virginia, a Democrat who was serving in the U.S. Senate at the time. The National Photo Company, which operated in Washington from the 1910s through the 1930s, documented many lawmakers and officials in portraits like this one. Its negatives are valued as a record of the capital's public life in the period. The Library of Congress notes that the title comes from the company's own unverified data, and that streaks and other blemishes on the glass come from the natural breakdown of the original coating.
