Waterloo, Iowa, in 1907 was a river city on the Cedar River and the seat of Black Hawk County, with its growth tied to the railroads and to the farms of the surrounding prairie. Meatpacking was the city's largest employer, and the Rath Packing Company plant on the east side drew workers and shaped daily life for many families. Rail yards and repair shops along the tracks added steady jobs, and a number of machine and implement works supplied the surrounding farm country. Residents of the period would have known Waterloo as a working town of mills, packing houses, and shops, with its civic life centered on the courthouse square and the churches, schools, and streetcar lines that connected the older neighborhoods to new ones.
