Here the subject is a group of captured secessionists, labeled rebel prisoners, being moved out of Baltimore for Fortress Monroe. In 1861 Baltimore was a divided city, and Union forces held many men suspected of backing the Confederacy in the months after the April street fighting. Fortress Monroe, a coastal fort on the Virginia peninsula, stayed in Union hands and served as a holding site. The scene ran in Harper's Weekly, which relied on wood engravings to show readers war events that photographs rarely captured.
