The sitter is Alexander Mitchell Palmer, a Pennsylvania lawyer who served as U.S. Attorney General under Woodrow Wilson from 1919 to 1921. The portrait's date, around 1920, places it in the year his Justice Department carried out nationwide raids on suspected radicals, which made him a central and polarizing figure of the postwar Red Scare. That year he also sought the Democratic presidential nomination. The National Photo Company, a Washington studio, made the image on a glass negative. The streaks and blemishes on the plate may reflect deterioration of its original coating rather than anything in the scene itself.
