The caption dates this photograph to January 12, 1923, when Washington residents took part in a test vote on prohibition. The District of Columbia was not a state, and its residents had no voting members in Congress, so a poll like this offered a way to gauge local opinion on the Eighteenth Amendment, which had taken effect in 1920. The photograph comes from the National Photo Company, a commercial studio that documented Washington street life and public events through the 1920s. Its catalog card places it in an album covering January 1923 to January 1924, so it captures a moment when the national debate over Prohibition was playing out in the capital.
