This 1936 silkscreen poster sets its message in the language of contrast: "Rotten living" on one side, "Decent living through planned housing" on the other. It was produced under the Works Progress Administration's federal arts program and carries the name of the New York City Housing Authority, then led by Mayor Fiorello H. La Guardia, as its public-relations sponsor. Posters like this one were meant to persuade ordinary New Yorkers that slum clearance and public housing were worth supporting during the Depression, when many families were crowded into aging tenements. The design is attributed to John Wagner, and the poster is a useful window into how city planners tried to sell housing reform to the public.
