Benjamin Sheer's silkscreen poster makes a blunt argument: bad housing kills babies. Created under the Work Projects Administration and credited to the New York City Housing Authority under Mayor Fiorello H. La Guardia, it turns a public-health problem in the city's slums into a case for government-built homes. The authority was new in 1936, and its first public housing projects were only beginning to open that year. A December 18, 1936 date stamp on the back places the print at the close of that year.
