The poster's headline makes a specific argument: that juvenile delinquency in the slums could be cured through planned housing. Its sponsor, the New York City Housing Authority, was a young agency at the time, and the poster names Mayor Fiorello H. La Guardia and Commissioner Langdon W. Post in its credit line. Printed as a color silkscreen by the Federal Art Project of the Works Progress Administration, it is one of many New Deal posters that used graphic design to promote public works and social reform. The 1936 date, confirmed by a stamp on the back, places it during the early push to replace tenement districts with public housing in New York.
