Hoover's appearance at a celebration in Madison, Virginia, on August 17, 1929, places the president in a rural county at the foot of the Blue Ridge, not far from the Rapidan River retreat he had established that year. The National Photo Company, a Washington firm that documented American life from about 1900 to 1932, made the glass negative, which Herbert A. French gave to the Library of Congress in 1947. Viewers should note the streaks and blemishes across the plate, which come from the natural deterioration of its original coatings.
