Herbert Hoover appears at a celebration in Madison, Virginia, on August 17, 1929, about five months into his presidency. The National Photo Company, a Washington-based studio that recorded officials, events and places in the early twentieth century, made the exposure on a large glass negative. The title comes from information the company wrote on the negative or its sleeve, and it has not been independently verified. Viewers may notice streaks and blemishes, which come from the original coatings deteriorating over time.
