A bathing beach beauty contest from around 1920 is the subject here, and the title names the winner as Elizabeth Margaret Williams. Such contests were a popular summer attraction at seaside resorts and public beaches in the 1910s and 1920s, when newspapers and photographers eagerly covered them. The picture comes from the National Photo Company, a Washington, D.C., studio whose glass negatives were later given to the Library of Congress. The name and title come from notes on the negative sleeves and have not been independently verified, and the glass shows streaks from age.
