The caption identifies the sitter as Captain J.D. Elliot of the U.S. Navy, most likely Jesse Duncan Elliott (1782–1845). Elliott is best remembered for his role at the Battle of Lake Erie in September 1813, when he commanded the brig *Niagara* under Oliver Hazard Perry and became embroiled in a dispute over his conduct during the engagement. Stipple engraving, built from dots rather than lines, produced a softer tonal range that suited portrait likenesses, and the color added to this example was a deliberate touch meant to make the print more appealing. The record gives only a date range, but the print likely circulated during the years when War of 1812 naval officers were widely portrayed.
