Few pictures show the Washington Monument as it stood in the mid-1870s, when its shaft rose only partway and stopped. Frank Schell's sketch places the unfinished stonework on the open ballground near the White House, where local teams played while the monument waited. Construction had slowed after private donations dried up and the Washington National Monument Society ran short of money, leaving a truncated obelisk that became a symbol of delay. Frank Leslie's Illustrated Newspaper published the engraving in its December 12, 1874, issue, and it is worth noticing for how plainly it shows a national memorial still half-built.
