The sitter is John E. Raker, a California congressman whose name the studio wrote on the negative, and the record dates the exposure to between 1918 and 1921, when he was serving in the U.S. House of Representatives. The National Photo Company, a Washington studio that made many portraits of lawmakers and officials in that era, produced the plate, which was later donated to the Library of Congress in 1947. The glass shows streaks and blemishes from the natural breakdown of its original coating, so some marks on prints from it reflect the plate's age rather than the sitter or the studio's work.
