The title identifies the subject as Puyi, the boy placed on the Chinese throne in 1908 at about age two as the last emperor of the Qing dynasty, though the label comes from Bain News Service data that has not been verified. His accession followed the deaths of the Guangxu Emperor and the Empress Dowager Cixi, and he abdicated in 1912 as the Qing court gave up power during the revolution. Bain News Service was a New York photo agency whose glass negatives were made for distribution to newspapers, so the picture likely served as news imagery of the period. The record gives no date, so the exact year it was made is unknown.
